The City of Portland saw it's first signs of California gang members coming to the area to sell crack-cocaine in 1987-1988. That also is when Portland had it's first fatal gang-related drive-by shooting. Gang member, Joseph "Ray-Ray" Winston from the Columbia Villa Crips was shot and killed in North Portland on August 17th, 1988.
Since then, the California gangsters have somewhat faded away and now local Portland youth and young adults continue the lifestyle. The majority of Portland's Black gangs are in alliance with the Bloods, Crips, Gangster Disciple Folks or homegrown hybrid gangs.Portland's Black gangs can mostly be found in North and Northeast neighborhoods. Some gang "hot spots" are Martin Luther King Jr. Blvd., NE Killingsworth Street, North Kerby Avenue, Alberta Park, Woodlawn Park, Unthank Park and Albina Park.
These gangs are involved in all levels of crimes like street level drug sales, robbery, rape, assaults, auto theft, theft, burglary, vandalism/graffiti and homicide. In the year 2007, Portland Police investigated 20 homicides. None of them were gang-related though.
